FRANKLIN, Ind. – Indiana Department of Transportation (INDOT) contractor Milestone Contractors, L.P., is continuing work on Phases 1 and 2 of a six-phase intersection improvement project on U.S. 31 in Franklin.
Phase 1 and Phase 2 construction schedules have been modified.
This project is part of a $66.2 million intersection improvement contract awarded in February 2025. Overall, contract work is anticipated to be complete in 2028.

Work will proceed as follows.
Phase 1: The schedule for bridge rehabilitation and box culvert replacement work over Canary Ditch, between Acorn Drive and Schoolhouse Road, has been temporarily halted. Phase 1 work will resume later this summer and is expected to be complete by late November, weather permitting. No traffic restrictions are planned between Acorn Drive and Schoolhouse Road while work is paused. Phase 1 was previously scheduled to be completed in early August. Phase 2: Intersection improvement work will begin on U.S. 31 between South Main Street and West Jefferson Street in Franklin on or after Monday, May 19, and is expected to be complete in late November, weather permitting. It was previously scheduled to begin in early August. Phase 2 intersection improvement work includes the construction of the following:
- Reduced conflict intersection at U.S. 31 and Nineveh Road
- Median U-turn on U.S. 31 at Ironwood Drive
- Reduced conflict intersection at U.S. 31 and Franklin Lakes Boulevard/South Street
- Bridge rehabilitation on U.S. 31 over Youngs Creek
Drivers can expect the following traffic restrictions through late September, weather permitting.
- (Beginning on or after Monday, May 19) Traffic will be shifted to the inside lanes of northbound and southbound U.S. 31 between South Main Street and West Jefferson Street. The outside lanes of northbound and southbound U.S. 31 will be closed. Turning access to and from U.S. 31 will be maintained at multiple locations between South Main Street and West Jefferson Street
- (Beginning on or after Tuesday, May 27) South Main Street will be closed at U.S. 31
- (Beginning on or after Tuesday, May 27) Nineveh Road will be closed at U.S. 31
- (Beginning on or after Tuesday, May 27) Ironwood Drive will be closed at U.S. 31
